The file can be replaced manually on your system, but the downside of that is - the logo will be changed site-wide.

If you've installed askbot system-wide (in your Python's site-packages), the manual logo replacement will have a side-effect that the logo will be the same in all askbot instances that are run from that machine. This limitation will be removed with the next release.
