Bug: Maximum length of tag

If I use the defaults and enter a long tag I get error:

each tag must be shorter than 20 characters

If I change the setting "Maximum length of tag (number of characters)" to 30, and enter a long tag I get:

each tag must be shorter than 22 characters

Where did the 22 come from?
