Should there be a karma threshold before a user is allowed to create new tags?
Low-karma users tend either to be too new to the community to understand how the content should be organized, or they tend to post low-quality content that attracts downvotes, so their contributions are likely to cause more harm than good.
It's not a huge issue on my hosted site yet, but that is likely just due to low traffic. I've noticed that it is a significant problem on a certain other popular Q&A network, however.

Can the interface for searching with tags be improved?
