Subscribing to all new questions?
Is there a way to subscribe to all new questions without needing to subscribe to tags?

In your user profile there is a "subscriptions" tab. Select frequency of subscription for the entire forum and select "all tags" for the tag filter setting in the subscriptions.
This will also subscribe you to all new answers as well (did you want to subscribe to questions and answers separately?).
"Entire forum" subscription is subject to filtering by tags. This filtering can be disabled. By default filtering is done by excluding questions with unwanted tags.

This works even when someone doesn't use a tag?
It will also work if question does not have tags.
