how do i flag a question?

Hi, There is a minimum rep to flag of 15 points by default.
Typically functions that require more reputation than users have are not shown in the UI, but I was wondering if it may be better in some cases to show them (voting prompts are an exception), but give a feedback to users regarding the reputation required... Dunno.
