Is "Tags" in the side bar the same as "Recent Tags" in OSQA?
Secondly, is there a "Recent Badges" that ever appears in the side bar, as in OSQA?

I think so, the tags shown on the right are those that match the question selection. The recent badges widget can be added. However if the list the list of tags may need to be truncated so that you badges could fit too.
