I would like to translate Askbot to Hebrew, is it possible ?

To translate - just go to askbot transifex page, set up the Hibrew translation environment and translate.
For the second part - support of RTL UI we'll have to modify the existing skin to work in the RTL mode, it is definitely possible. It is probably a two-three day project, just found this slideshare tutorial http://www.slideshare.net/lensco/web-design-for-righttoleft-languages.
by the two-three day project, do you mean to change the CSS of the site?
Maybe up to a week to polish all the details, but yes - modify the css. The layout basically needs to be flipped horizontally.

Are the translation of the files in transifex, is all the text that the user see ?
All, or nearly all are there. The source code is stored on github, and an additional copy of strings - on Transifex, so they can be out of sync a bit, but not a whole lot.

the file is askbot/skins/default/media/style/style.less - I am going to ask our designer to implement rtl support, it will be best if you actually wait for this. Thanks!
great, I have started to translate the text at transifex, but i would like to have the rtl support to test it properly. As i have saw in the link you gave above (the slideshow), it isn't a simple thing to do, but you shouldn't mirror all the site once, the most important thing is the direction of the text, that should be from right-to-left. Thanks.
