Admin Moderation for Questions before posting

Hi,

I want to learn that is there any way of controlling new questions by moderators or admins in Askbot system. This allow me to control questions before regular users see them. Although karma reputation system helps us to understand if user is bad or good but I think this would be a better idea.

At this moment, I checked all the settings pages but I couldn't find any clue about this.

If not, is it hard to implement?
