What happens when you try to use multibyte characters in a tag? Are you trying to add tags to a new question or edit an existing question? Have you tried the retag feature vs. the question edit screen?

Can you add DEBUG=True to your settings.py file and post the error log? I have no problems with unicode tags. Maybe it is something else?
