To translate - just go to askbot transifex page, set up the Hibrew translation environment and translate. For the second part - support of RTL UI we'll have to modify the existing skin to work in the RTL mode, it is definitely possible. As i have saw in the link you gave above (the slideshow), it isn't a simple thing to do, but you shouldn't mirror all the site once, the most important thing is the direction of the text, that should be from right-to-left.
