Okay, I've implemented this on my github fork:

• You can choose between the list-style or the cloud style in Data Entry settings
• There are ten font sizes
• The size algorithm is taken from http://blogs.dekoh.com/dev/2007/10/29/choosing-a-good-font-size-variation-algorithm-for-your-tag-cloud/ as noted in the extra-tags.py file.
• Font-sizes are coded in css so can be changed and styled to suit.
• cloud sorts by name, list sorts by used
