How to open the settings page, where I can delete some users

After the askbot update I can't find the settings-page for further askbot settings and moderation tools. Previously I have opened the usual setting and from there it was possible to navigate to the user settings. Now I can't find this link.

You can delete users via the /admin/ interface, but it is better to make their accounts blocked, as that way you prevent them to register with the same email address and login methods in the future.
