Is it possible to disable all the tagging functionality?
So no tags (and related icons, inputs) will be shown? Thanks!

you can set tags in settings to optional when ask new qeustions, so it's up to user if he want to use tags or not.

Not possibly by configuration, but you can create a custom theme easily with all the tagging functionality commented out or deleted.
