is it possible to change the Email subscription settings globally ? We would like to change the "Entire forum (tag filtered):" to instantly by default.

Yes, it's possible - go to "settings" --> "email and email alert settings" and change the default frequencies.

NOTE: It does NOT retroactively change user settings -- just new users will get the new setting.
