Well, the Chinese translation was updated some time in the winter. It is not too tough to fix up if it becomes necessary, for someone with the knowledge of Chinese.

The only issue is text search, zh_CN translation is mostly finished. A programmer with a knowledge of Chinese should be able to set it all up. What might need to be updated is the search indexing query for Sphinx and the Chinese adaptation of Sphinx configured. The Sphinx for Chinese is documented only in Chinese, that's why a Chinese-literate programmer is necessary for the task.
