I think it's very normal behaviour, when you start-up your Q&A forum you will have to make things smaller and easier to boost your site and keep it active.

In time your site goes bigger and bigger with more questions/answers/votes/comments/views and new signups per day, then you will need to make the points/badges harder to gain, and in this case this changes should only applied to new contents/activities.
