@rags We'll need to think how to design that page because tags are a bit tricky because you can actually combine tags into a same page example http://askbot.org/en/questions/?tags=fixed,feature-request so the behaivor is not like badges.
About tag RSS and email subscription: we already have an open ticket about it: http://bugs.askbot.org/issues/91 so it's just a matter of time to do it :-)

We'll @rags: tags are user submitted content so we would need to think how make the user do some extra steps to design that page because create tags are to fill out a bit tricky because you description.
