Not possible now. What you are asking sounds like an FAQ... We are planning to have questions portable to the FAQ section - this will be possible after we finish some improvements in the data models - we are doing a reorganization now in the internals.
I think the permanently fixed questions on the main list are not good.
If there were sticky posts on the main page, then the sorting functions would be less meaningful. For example - imagine you want to sort questions as "most recent first", but a sticky one could be totally out of sequence.
I doubt that this feature belongs here, but it would be very nice to improve the FAQ functionality.
