How to send an email to all users?

I've been combing through the site's admin section for this feature: Is there a way for a administrator to notify all registered users at once with an email?

If there is no direct way, I'm also interested in indirect ways (like if there's a way to get all the users' email addresses, to send an email manually).

There are several levels of administration:

Askbot administrator,
Django administrator,
Server administrator.
