Add daily reputation cap

Daily reputation cap would be nice to have IMO, otherwise there will be runaway reputation cases.

This is crucial for a reputation system that from a certain point allows you to edit other peoples contributions.

Hey Jens! Can you explain - why? We'll add the rep cap soon anyway.

Hi Evgeny, if I understand it right, a high reputation allows users to moderate other users posts. If a user is able to reach this reputation level within 1 hour by posting tons of replies, it's a serious threat for other users contributions. Daily capping makes sure he spent *some* time on askbot.

Perhaps certain editing operations should require multiple non-admin users to vote on before executing. (Of course admins would still not be limited like mere mortals. ;-)

This system could still be "gamed" if admins were on vacation, but unlikely if thresholds are set appropriately. The only way to truly prevent rigging of the vote is to compute how much karma is based on group reciprocity (more of a zero-sum computation, similar to Google PageRank.)

I agree, the downside here is minimal. There are separate limits on the number of votes per day and amount of reputation a user can collect per day and those are independent of course (in fact reputation is not really affected by persons own votes - with the exception of downvoting).
