Shouldn't the checkbox be disabled before the user logs in? If I try to follow a question without signing, shouldn't I be told to sign in first?

When we moved the bookmark "star" to the right sidebar we lost the feature of prompting the logged user to log in. Also we made a copy of "send alerts" checkbox.
 
I think we should have a pop-up message on both - just like those that you get when you try to vote in a logged out state.
