error in subscription settings

When my users try to setup the their subscription setting I get the following error:

ValueError: dictionary update sequence element #0 has length 1006; 2 is required

Has anyone seen this issue?

if is_owner_or_moderator(request, profile_owner):
        context.update(user_responses(request, profile_owner, context))
        context.update(user_votes(request, profile_owner, context))
        context.update(user_email_subscriptions(request, profile_owner, context)) //this is the line that error gets thrown
